Security assessments for your publicly accessible venue or event

Helping you meet the new requirements of Martyn’s Law and the Terrorism (Protection of Premises) Act 2025

At RB Protect Solutions, part of the RB Group, we deliver practical, thorough Security Assessments to help you meet your legal duties and protect your visitors and staff. Our experienced team has been working with venues and events of all sizes across the UK since 2015 well before the Terrorism (Protection of Premises) Act 2025 was even considered.

Led by a Chartered Security Professional (CSyP), we don’t just tick boxes – we tailor our Security Assessments to your site, your people, and your unique risks.

Understanding Martyn’s Law

The Terrorism (Protection of Premises) Act 2025, known as Martyn’s Law, introduces new legal requirements for venues and events.

Depending on your venue size:

Standard Tier (200–799 guests)
proportionate security measures and staff training are essential.

Enhanced Tier (800+ guests)
requires more in-depth security plans and assessments.

Our Security Assessments for both Standard and Enhanced Tier make sure you’re prepared and compliant, no matter your venue size.

What our security assessments cover

When we carry out a Security Assessment, we take a deep dive into everything that matters for your venue or event – not just checking boxes but giving you a clear picture of where you stand and what you need.

Here’s what we look at:

  • Your tier and legal requirements
Whether you’re in the Standard Tier (200–799 guests) or Enhanced Tier (800+ guests) under Martyn’s Law, we’ll tailor our assessment to meet the specific requirements for your venue size.
  • Security plans
What are your security plans currently in place and are they adequate? If you don’t have security plans then we can help develop these for you.

  • National threat picture and local context
We consider the latest threat intelligence and how it applies to your site.

  • Attack methodology and likely scenarios
From blade and weapon attacks to explosives and vehicle-based threats, we assess what’s most relevant for you.

  • Physical security measures
We review your building fabric and surroundings, looking at glazing, doors, fencing, CCTV, lighting, Hostile Vehicle Mitigation, access control, and more.

  • Security culture and insider risk
We explore how your people understand security, whether there are insider threats, and what you can do to build a stronger security culture.

  • Hostile reconnaissance
We look at how well your venue is protected from people trying to gather information for an attack.

  • Personnel security and maturity
Tools like the Personnel Security Maturity Assessment (PASMA) help us identify gaps and practical improvements.

  • Response and emergency plans
We check if your plans are realistic, easy to follow, and regularly tested – remember it’s not just about stopping attacks, but knowing what to do if one happens.
  • Lockdown, evac and invacuation
Whether you have these procedures in place and if you do then how they can be improved, if you don’t then we will recommend what is needed to achieve this in a practical way.

  • Industry standards and best practice
We benchmark your measures against what’s expected across the industry, so you’re not just compliant, but ahead of the game.

  • Cost-effective, practical recommendations
We always focus on solutions that are proportionate, achievable, and work in the real world – something often echoed by the National Protective Security Authority (NPSA).

At the end, you’ll get a detailed report that highlights your strengths and gives you clear next steps to meet your tier’s requirements under the Terrorism (Protection of Premises) Act 2025

FAQs

Q: What is Martyn’s Law?
A: Martyn’s Law, officially the Terrorism (Protection of Premises) Act 2025, introduces new security duties for venues and events in the UK. It’s named after Martyn Hett, a victim of the Manchester Arena attack, and aims to improve public safety by requiring proportionate security measures.

Q: How do I know which tier my venue falls under?
A: If you are a venue and regularly host number between200–799 people (including staff), you’re in the Standard Tier. If you are a venue of event and have 800+ guests (including staff), you’re in the Enhanced Tier. We’ll help you understand exactly what this means for you during our Security Assessment.

Q: How often should I do a Security Assessment?
A: We recommend a full Security Assessment when you first engage us, followed by an Annual Security Audit to keep up with any changes in your venue, best practice, or the law.

Q: Can you help if I already have some security measures in place?
A: Absolutely. We’ll build on what you already have and make sure you’re meeting the current legal and practical standards.
